Sovereign Capital and the Logic of Permanent Ownership

Scale matters, but governance and time horizon determine how sovereign capital is deployed.

The scale of the capital base

Global SWF estimates sovereign wealth fund assets exceeded USD 15 trillion, with USD 278 billion deployed across 562 investments in 2025. The Gulf seven accounted for approximately USD 119 billion of that activity. These figures are provider estimates, not an official global census.

Different mandates, different investors

Sovereign institutions can be stabilisation funds, savings funds, strategic development vehicles or multi-purpose institutions. Their investment behaviour varies by liquidity need, governance, domestic priorities and portfolio maturity.

Permanent capital is not unconditional capital

Long horizons can support infrastructure and strategic assets, but long-term owners still demand governance, risk control and suitable returns. For investees, the quality of alignment matters as much as headline asset size.

The investment question

Assess whether the investor’s mandate, investment horizon, concentration limits and governance expectations match the needs of the enterprise.
